Here are the steps to follow to lock an image in Google Docs:
Select the image on the document in Google Docs.
On the options that display below the image, click on Move with Text.

Note: If you don’t see the option beneath the image, there’s a possibility that it’s attached to the text. You should break the image from the text.
Click the image.
A pane titled Image Options opens on the right.
Click Break Text under the Text Wrapping section.
You can now change the text or make other formatting changes. However, the image stays at the same location.

You can lock images separately in Google Docs, or you can lock the entire document. When you share the document, set the access option to “Viewer.” This is a way to ensure that the content is viewed but isn’t changed.
To lock the entire document, follow the steps below:
Open the document on Google Docs.
Click Share and type the email address of the person.
To the right of the name, tap on “Editing” and then change it to “Viewing.”
Lock document
This prevents other users from editing or making changes to any portion of the document.
Can You Lock Part Of A Google Doc For Editing
While you can control the editing permission of the complete document on Google Docs, you can’t lock only a part of it. This feature isn’t introduced yet.
Google Docs allows you to edit and fix the positions of images. However, this doesn’t apply to text or any other elements added to the document.
Locking an image is a straightforward process and works similarly to Microsoft Word. However, make the decision about when you’d like to use this option and the exact purpose. Otherwise, it can create a ruckus when you’re urgently editing documents.
