Enclosed below are the steps required to repeat a footnote in Google Docs:
Place your cursor next to the space where the footnote needs to be repeated.
Insert the number of the footnote and change it to superscript.
Click Format -> Text -> Superscript, and the footnote is now updated.

There’s no direct method to repeat the same footnote; the only option is to try a lookalike option by changing the footnote number to a superscript.
Google Docs encourages users to add as many footnotes as possible but doesn’t have the option to repeat a citation with the same note. It’s essential to add a new footnote each time a citation needs to be done. Irrespective of the format/style of the document, this option holds.
How To Repeat A Footnote In Google Docs
Since it’s impossible to reference a footnote twice without adding a new footnote, the best method is to change the new footnote with the old number and format it into a superscript.
To repeat a footnote in Google Docs, follow the steps below.
Add the first footnote by clicking Insert -> Footnote.

Footnote numbering in Google Docs follows a consecutive protocol, and there’s no approach to restart footnotes. As soon as a footnote is added, inserting a new footnote with the consecutive number is possible.
If you’d still like to restart footnote numbers, there’s another way. Inserting a footnote is not the typical method, you can still follow this lookalike method.
To restart footnote numbering in Google Docs, do the following:
Open the document on Google Docs.
Add the first footnote number in the cursor’s place.
Change the number to superscript by clicking Format -> Text -> Superscript.

4. To add a footnote reference in the footer, click Insert -> Headers and Footers -> Footer.

5. Type the footnote number and the text next to it, as shown in the screenshot below.

6. Change the footnote number to superscript by clicking Format -> Text -> Superscript.

The footer looks precisely like a footnote. Note that this works great if you’re using only the footer and not adding a footnote.
This is the only feasible approach to restart footnote numbering in Google Docs.
If you’d like only the footnote option, type the text on the footnote reference section at the bottom and press Enter. Then, you can change the number to superscript.
